A long-discussed improvement of the interchange at Routes 41 and 176 remains in the state’s plans, but it still remains unclear when construction will start.
Last month, the state announced the proposed 41/176 improvements continue to be on the list of initiatives in the latest update of the $45 billion Rebuild Illinois construction program from 2019.
The state of the interchange has been a village concern for many years.
“The biggest issue is the lack of acceleration and deceleration lanes entering and exiting Route 41,” Lake Bluff Village Engineer Jeff Hansen told Pioneer Press in 2023. “They don’t meet safety standards. Also, the project will mitigate flooding on Route 41 at the Union Pacific railroad, and at Route 176.”
The state agreed the interchange requires changes. It was then placed in the multi-billion capital program passed five years ago.
The specific goal of the $89.4 million project includes replacing the Route 176 bridge over Route 41, ultimately increasing vertical clearance, new traffic signals, accommodations for pedestrians and bicycles, new auxiliary lanes and intersection reconstruction at the intersections of Route 41 and Washington Avenue, Route 176 and Waukegan Road and Shagbark and Skokie Valley roads, according to Illinois Department of Transportation spokeswoman Maria Castaneda.
However, while the project has been tabbed in prior Rebuild Illinois updates, construction has never started.
Castaneda cites a lack of necessary equipment as the reason for the continued delay.
“Before the interchange work can begin a new pump station to replace the existing one at Illinois 176 over U.S. 41 must be completed,” Castaneda wrote in an e-mail. “That project has not yet started. We don’t have a specific timeline, currently awaiting (Federal Highway) Buy America waiver approval to purchase an essential component that is not readily produced in the U.S.”
Village Administrator Drew Irvin said Lake Bluff officials are in contact with IDOT on the state of the project, and would be willing to support the waiver request for the procurement of the pump.
To accommodate the new interchange, the state will have to acquire some local property, including the Rockland Fire Protection Building headquarters at 14 Skokie Highway in Lake Bluff.
RFPD President Marcin Malinowski said there has not been any contact from IDOT in months.
Despite the wait, Irvin said the village is not frustrated at this point.
“At this time, we are pleased that the village’s rebuilding of Green Bay Road (from Route 176 to the village’s southern limit) and bridge will not be occurring at the same time as the Route 41/176 Intersection project re-build,” he wrote in an e-mail. “The village’s Green Bay Road and Bridge project is planned to begin in the early spring of 2026 and conclude in the fall of 2027 with a break in the winter.”
